Bill commented that the role of the DAC is to make sur= e the District is on track and the schools, teachers and students are on track to achieve goals needed. Bill al= so stated that NCLB is the reason for the LEA Plan. Laura Dearden talked about the tar= get for school achievement going up each year.= Bill discussed the LEA Plan and the importance of everyone knowing w= hat is going on at the school sites. Bill reviewed how each school site is doing. Mellisa Atteberry was concerned ab= out plans and decisions made and being implemented with information available to review.

Annual Activity Calendar and Dates
Laura stated the DAC will meet five times during the year. The intention is to rev= iew and update our LEA Plan. Laura discussed the school DAC calendar. Bill also went over the School Site Council calendar and what are the needs to accomplish this year.
Discuss
Estimated API 2009.&n= bsp; Bill commented that we are waiting for the State to come out with ac= tual numbers. Laura handed out est= imated information on the 2009 Growth API Summary and explained the summary. Bill also explained the 2009 Estim= ated Growth API Summary information. Laura stated that all schools made progress as far as moving up in t= he 08/09 school year. Bill stated teachers need collaboration time. Bill talked about getting our staff collaboration up to speed.

Laura handed out and discussed the API Summary for
1999-2009. Bill commented tha=
t the
bottom row of the 2007-2008 column needs to be corrected from -16 to +16.

The AYP report for 2009 was discussed. (AYP) means Ade= quate Yearly Progress. Bill went ov= er the report and asked those present not to discuss the information with anyone u= ntil tomorrow. Bill stated we may = not be under Program Improvement this year. Bill explained the PI procedure and the process of becoming complian= t. Laura handed out and discussed the= 2009 Adequate Yearly Progress (AYP) report on each school site, BES, BMS, BHS and discussed. Laura explained th= e three different tests. API – = is STAR, AYP – STAR for grades 2-8th and AYP – CASHEE s= core for 9 – 12th. Bill discussed more information on the three testing API, AYP and CAHSEE testing= .

Bill explained where the strength and weakness are and= where the District is with staff. B= ill also commented on getting staff trained.&n= bsp; Laura discussed a form handed out on performance. Bill gave examples.

Laura handed out STAR scores for BES, BMS years 2006-2009. Brigitte also disc= ussed the STAR scores. Bill also discussed the “Basic & Far Below Range Student” and what is being done to help them.

Plan Approval
Bill talked about last years Title lll improvement program. Bill commented that = the District is now following what was planned by the DAC. Vera discussed page 59-61 LEA of t= he Addendum. (AMAO) Annual measu= reable Achievement Outcome was discussed and read by Vera. Bill stated that these are identif= ied problems and how the committee is going to address them or how they are bei= ng addressed. Vera explained the definition of ELD, English Language Development. Vera also stated that four teacher= s are going through training. Vera = stated that the EL students will be tested in the Fall and at other time in the sc= hool year. Bill commented that we = have an approved plan and that we need to follow that plan.

categorical budget flexibility and programs for Biggs USD
Bill handed out and discussed a spreadsheet on categor= ical budgets funding. Bill comment= ed that the highlighted ones were pulled back and put into Title l. Bill mentioned that a Sp. Ed. Bus = was purchased with the One Time Monies. Bill commented that this saves the District a lot of money and also = no lay off. Bill stated that we = are currently making it but to be careful how money is spent to the School Site Council.

Laura handed out an Agenda and suggested School Site information and SS Council calendars and minutes. Laura discussed each one. Laura stated to be sure and put Ka= ren on the email to receive the minutes from SS Council meetings. Laura handed out and discussed the= DELAC and ELAC Calendar Activity. L= aura went over DELAC responsibilities and ELAC responsibilities. Bill said to refer anyone asking questions the committee members can’t answer to him. Reviewed Fall CAHSEE data (Seconda= ry Schools) was reviewed and moved from January to February on the calendar.
Laura stated SS Council needed a consistent template f= or the Agenda & Minutes to follow.

Safety Plans/Emergency Procedures
Laura said there were two components. She is working on an emergency pla= n with the principals. They will be bringing in the Fire Dept. and Police Dept. once implemented. Bill stated that he wants this in = place within the month. Bill and La= ura are working on putting a notebook format together for the procedures.

Bill commented that he wanted everyone trained on how = are kids are doing on an ongoing basis. Bill also said that SS Council needs to have a plan in place to foll= ow, Assessment & Strategy plan, Staff Development Plan and a Time Line to be developed= .
